The cloth is beautiful but its owner is ugly.

The proverb is another way of saying clothes do not make man. Good character is an inward quality but shows itself in external behaviour, and if it is not inwardly present it cannot be made up for with beautiful clothes. The proverb can also teach the lesson that appearances can be deceptive.
